Lodge an EOI in SkillSelect
Your EOI must list 190 as one of your visa preferences. You can submit EOIs for 189, 190 and 491 simultaneously — they are independent.

Apply directly to the state government
Each state has its own portal. Apply to multiple states simultaneously — there is no restriction. Each state has different documentation requirements. Most states charge a small registration fee ($50–$200).

Receive invitation to apply (ITA) from the state
State governments invite your EOI through SkillSelect. When they select your EOI, you receive an ITA — an invitation from the state to submit a full nomination application.

State nominates you — DHA visa application
Once the state nominates you, your SkillSelect points score increases by +5. DHA then invites you to apply for the 190 visa. You have 60 days to lodge the full visa application.
