What counts as "Regional Australia"?
For the 491 visa, regional Australia means anywhere in Australia EXCEPT Sydney, Melbourne, Brisbane, Gold Coast, Newcastle and Lake Macquarie, Illawarra (Wollongong), Sunshine Coast, Perth and Geelong — and their surrounding major urban areas.
Important: Most of Australia is "regional" under the 491 definition. All capital cities except Sydney, Melbourne and Brisbane are included in many regional zone definitions. Adelaide, Hobart, Darwin and Canberra are all either fully or mostly regional eligible.

491 → 191 Permanent Residency — What You Need
The 491 is a 5-year provisional visa, not permanent residency. After 3 years of living and working in regional Australia, you can apply for the Subclass 191 Permanent Residence visa — which is permanent with no conditions.

Why 491 is the fastest PR pathway for most profiles scoring 60–80 points
Accountant at 70 base points — 491 is the answer
189 cutoff for accountants: 95 pts — essentially impossible. 190 cutoff for accountants (SA): 65 pts, + 5 pts = 70 pts base needed. But 491 SA: 65 pts base + 15 = 80 pts effective. SA accepts accountants for 491 with only 65 base points. This is why most Pakistani and Indian accountants in Australia pursue SA 491 as their primary pathway.
Software engineer at 75 base points
189 cutoff: 90+ pts. 190 VIC cutoff: ~85 pts effective. 491: 75 base + 15 = 90 effective. In regional areas (Canberra ACT, Adelaide SA, Ballarat VIC), software engineers have strong employment markets comparable to capital cities — with the 491 making the visa significantly easier to achieve.
Student with 60 base points at graduation
